Delivering all homes as social rent homes is unusual for a scheme of this size. However, Southern Housing is committed to working with residents and Hastings Borough Council to help reduce demand on the borough’s housing waiting list and contribute towards its housing supply targets.
The site currently includes four tower blocks (Bevin Court, Roosevelt Court, Churchill Court and Kennedy Court), named the Four Courts. These are more than 60 years old, are becoming outdated and don’t meet today’s design and accessibility requirements.
The Four Courts also has a long and important history within the local area. You can find out more about the site’s past on our History and legacy page.
Residents, stakeholders, and the wider community have expressed that the Four Courts no longer reflect the standards of modern living. Even with significant investment, the existing structures would still fall short of providing fully accessible, and futureproofed homes.
Our Stonehouse View regeneration project will provide more homes than are currently on the Four Courts site. It's a positive step towards addressing housing challenges in the area while maintaining strong community ties.
Paul Hackett CBE, CEO at Southern Housing
“We’ve listened to residents and local stakeholders, and we believe this is a once in a generation opportunity to create modern homes the people of St Leonards can be proud of.
By working together with the community we’ll deliver one of the largest redevelopments projects Hastings has seen in many years, which will benefit generations to come.”
Helena Dollimore MP, Member of Parliament for Hastings and Rye:
“We desperately need more affordable social housing in Hastings, and the Four Courts regeneration is an important step towards delivering the homes that residents deserve.
It represents a significant investment in the area, and its impact has the potential to reach far beyond new housing. It will help create local jobs, strengthen skills, and open up new training opportunities for residents.”
Cllr Glenn Haffenden, leader of Hastings Borough Council and lead councillor for housing
“Improving housing in Hastings, including social housing, is a priority for the council as part of its new Housing Strategy. The proposals being worked up with Southern Housing at the Four Courts site involve replacing the existing blocks with a greater number of social rented homes that are modern and offer a higher standard of home. This will involve Southern Housing and Homes England investing over £100 million in Hollington – making this project the biggest investment in Hastings for a generation.”
Jay Morton, Director at Bell Phillips:
“We are delighted to have been appointed by Southern Housing to lead the regeneration of the Four Courts Estate in Hastings, working in close collaboration with KPK Studios and Solve Social Value.
Our ambition is to help create high-quality, affordable homes and a renewed neighbourhood that is shaped with and for the people who call Four Courts home.”
Manisha Patel, Director at KPK Studios:
“Our team is committed to a people first approach that places existing residents at the heart of the process, while revitalising a neighbourhood that reflects St Leonards’ character.
KPK Studios will shape the masterplan vision and the co-design process with residents, working closely with Bell Phillips to bring forward high-quality, affordable and sustainable homes.”
